2026 pilot — Falash Mura olim placed directly into housing rather than absorption centers. Rolling out in cities with established community support frameworks. First direct-absorption deployment for the community.
Senior Pension Supplement — National Insurance
Monthly income supplement from National Insurance for citizens 67+ with low income. Amount depends on family status, age, and years of residency.
Excellence Employment Programs — Olim Beyahad & Tech-Career
Placement of academics in tech and management via Olim Beyahad (700+ placed, 90% retention) and Tech-Career (tech bootcamps). Free, merit-based.
Youth Mentorship — PERACH, ENP, Fidel
Academic/social mentorship programs for Ethiopian-Israeli youth. PERACH (university student → school pupil), ENP (32 cities, school-based), Fidel (families + mediators).
Amharic-Speaking Mental Health Support — Tene Briut
Tene Briut — national NGO of community health professionals. Amharic-speaking mental health services, chronic-disease prevention, cultural mediators. Anchor partner for the Health pillar.
Tax Benefits for New Immigrants (5/10 years)
10-year income tax exemption on foreign income, enhanced tax credits for 5 years, customs exemption on personal effects. Applies to all olim — including Ethiopian-Israelis.
Small Business Loans — UJIA-KIEDF
Social loan fund for community small-business owners. Up to ₪200,000, subsidized interest, no bank collateral. UJIA-KIEDF funded by British-Jewish community.
National-Civic Service for Community Youth
Alternative to army: 1-2 years serving the community (education, welfare, health), with benefits identical to standing-army soldiers — stipend, study grant, tax exemption.
Hesegim Scholarships — Academic Excellence
Stipend scholarships for Ethiopian-Israeli undergraduate students at multiple universities, with personal mentoring and excellence workshops. Distinct from ISEF (graduate+) — Hesegim focuses on undergraduates.
Urban Renewal — Kiryat Moshe (Rehovot)
Urban renewal program in Kiryat Moshe (Rehovot) — one of 5 priority neighborhoods for the community. Residents receive a new apartment under evacuation-rebuild or TAMA 38 agreement.
Aharai! — Pre-Army Leadership Program
Leadership program for youth 14-19 pre-draft. Provides life skills, career path, and aim toward a worthy military role. Strong collaboration with the Ethiopian-Israeli community.
Matriculation Grant for Ethiopian-Israeli HS Students
Budget supplement for HS students preparing for matriculation. Covers tutoring, exam fees, and study materials. Available via ENP in schools across 32 cities.
Tech-Career — Free Tech Bootcamp
Bootcamp in cybersecurity, data, and development. Free, 6-12 months. 80%+ placement. An alternative to the academic track.
Urban Renewal — Ramat Eliyahu (Rishon LeZion)
Evacuation-rebuild program in Ramat Eliyahu (Rishon LeZion) — one of 5 priority neighborhoods for the Ethiopian community. Residents receive a new apartment.
Urban Renewal — Netanya (Dora / Ramat Yadin / Neot Shaked)
Evacuation-rebuild in three Netanya neighborhoods: Dora (=Ramat Yadin), Neot Shaked, and Kiryat Nordau. Priority areas. Netanya hosts the largest veteran Ethiopian community.
Chronic Disease Prevention — Tene Briut

Religious Community Support — Kessim
Kessim — Beta Israel religious leaders, officially recognized in 2018. Two seminaries (Ashkelon, Be'er Sheva). Government support for activities, weddings, and life-cycle ceremonies.
Sigd Event Funding — Community Holiday
Sigd (29 Cheshvan) — Beta Israel holiday officially recognized as a state holiday. Budget for funding events in cities, schools, and pre-army academies. Via Ministry of Culture + municipalities.

Subsidized Summer Camps — Ministry of Education
Summer camp subsidies for school-age children (6-14) from eligible families. Up to 80% discount. Register via school or municipality.
Advanced Ulpan (Bet / Gimmel) — Hebrew Beyond Basics
Continued Hebrew studies beyond basic ulpan. Ulpan Bet (everyday), Gimmel (academic). Free / subsidized via Ministry of Aliyah. Every immigrant is eligible during the first 10 years.
Vocational Training Vouchers for New Immigrants
New immigrants are entitled to vocational training vouchers worth up to ₪12,000 for accredited courses — to acquire a trade and integrate into the Israeli labour market.

Disability Benefit for Ethiopian Immigrants — Rights and How to Apply
Ethiopian immigrants with a recognised medical disability are entitled to BTL disability benefit. A waiting period may apply in the first year. Full benefit for 75%+ disability is approximately ₪4,500/month (2025).

Anyone who worked at least 12 months in the last 18 months and lost their job is entitled to unemployment benefit. You must register at the Employment Service within 14 days of job loss. Benefit: 45–80% of last salary.

Elderly Ethiopian-Israelis who need help with daily activities are entitled to a nursing benefit from BTL — ₪4,000 to ₪9,000/month depending on care level. BTL social workers can conduct home visits.
Right to an Interpreter in Court and Government Offices
Anyone who does not speak Hebrew is entitled to an interpreter in any legal proceeding — a constitutional right. Government offices (BTL, Interior Ministry, Aliyah Ministry) must also provide translation. The right is free and at state expense.
